The framework has four parts.

State the facts directly. No softening language. No wait-and-see framing. Leaders should name what happened: revenue missed forecast by 12%, we're cutting the marketing budget by 18%, or we're eliminating the product division. Numbers anchor the conversation in reality. Teams know when they're being told the truth versus when they're being managed.

Explain the business context. Why did revenue fall short? Market contraction, customer churn, competitive pressure, or internal execution gaps? What trade-offs led to the decision? "We're cutting costs because we burned $2.1M last quarter and have 8 months of runway left" tells a story. It shows the constraint. It tells teams why this decision was necessary, not arbitrary.

Acknowledge the human impact. Bad news affects people. Some will lose jobs. Others will lose opportunities they thought were coming. Ignoring the personal weight of a decision signals that leadership sees the organization as abstract. Naming it — "This layoff affects 34 people across three teams, and I know this creates uncertainty for your futures here" — shows respect. It doesn't make the news less hard. It makes the leader credible.

Lay out the path forward. What happens next? When? What's stable and what's still being decided? If restructuring takes three months, say so. If some roles are secure but others are not, clarify the timeline for those decisions. Uncertainty itself erodes trust more than bad news does. A clear roadmap, even if it's difficult, gives teams something to orient around.
